I have the honour to address you on the sub-
-ject of the supervision of the two large Public Works which are being carried out in this Colony, namely, the Harbour of Refuge at Long-kok-tsui and the Reservoir at Tytam Tuk.

These works are estimated to cost something over two million dollars each, but, now that the Harbour of Refuge Works are in full swing, the engineering skill involved in their
construction is much less then that required in the case of the
reservoir. The work at the Harbour of Refuge consists for the most
part in seeing that the contractor places the stone in the proper
position, that he makes proper progress, that measurements of the
work done are made and certificates for the necessary payments are
prepared, and that diagrams are prepared from time to time showing
the state of the work for the information of the Government. Some
tact is also required in dealing with the contractor and his men.
The work at Tytam Tuk, on the other hand, is of a highly technical
nature and requires the presence of Engineers skilled in the
construction of water-works. The dam is larger than anything which
has so far been attempted in this Colony, and as this important
addition to the water supply will be urgently needed a few years
hence it is of the utmost importance that the work should be carried on without interruption and without any mistakes being made, which
